Web Page Template Flash Header

I want a simple template made with 2 links/tabs in a Top positioned Navigation and want a Flash header.
I have images for the flash.
I will provide details how I want the template to be laid out. A simple table for a place/image holder in two spots and table areas for text beside each image.
Very simple page. Then a footer across the bottom with a Nav and links to a Privacy page and TOS
Color and look & feel will be explained when job is agreed to.
