I need someone to install a php script.

for example: my website is abc.com
-i want viewer to type in their website(123.com) url in a field on my website
after they click submit i want the their website to be able to link to their website in a scramble format like 123.com/39233494322

same feature as tinyurl.com

ready to do now for a low price. i feel about 10-25 usd is appropriate.
