Zencart Tweaks

I need some one who is very familiar with ZENCART.
1. I need a warranty option dropdown list at checkout page before buyer clicks on “Go to checkout”.And I need a new shipping method that is written according to my needs. not just donwload shipping modules from internet.
2. A price markup is also needed for different payment method. I need an extra field in each shipping module so that I can set the surcharge rate.
3. I want to have shipping rate for Province, Country, and International according to the rate I set. The shipping cost is based on quantity * price for each region.
4.Some Checkout page layout also needs some changes.
