Need Android Programmer

I need a programmer that is familiar with Google’s android Operating System and PHP. The program is a simple (I think) search program.
There are 3 part to this project. Specifically here is what I need:
1) Need a PHP program that would create/add/modify/delete entries into a MySql database. (4-5 fields)
2) Simple search in PHP that would run off my site and could search in one or all fields
3) Similar search program with same features, but that could be downloaded and used on android phones. This needs to be usuable no matter what version of Android or phone they use.
