WordPress Site

I have a website that has been created in WordPress but content has not been created. I am looking for someone familiar with wordpress to create the content and links as I would like, as well as modify the design slightly (change the background colour)
In short we are creating a site that will be similar to our rival site in terms of structure (please see attached jpg for url of our site, and also the other site).
There will need to be about 50 pages or so created altogether, but most of them will have virtually identical content, so we just need to have the page links (via menu and submenu) created and we can update the content ourselves.
