Convert Jpeg To Psd High Resol

I have a jpeg image in low resolution – 150 PPI – 752×302
I need a high resolution version of this image, say 1200 – 1500 PPI, in photoshop PSD format.
All graphic elements including shadings, fonts, font sizes must be an exact match. This is important. I can help identifying some of the fonts if this helps. The image needs to be an exact replica / mirror image of the original file so I need good attention to details.
This is an easy and quick project for a graphics / photoshop pro – probably a couple of hours if that.
Need this completed asap, say within the next 2-4 days max. Budget is around $10 & I can offer ongoing graphic projects.
