Social Media Script

I want to create a social media site for seasonaires and extreme sports people. I’ve made a template in photo-shop( see attached )
i.e a site like digg.com or twitter
where the users make an account, and have a blog that feeds the home page news section.
basically i want the template to work. you can use premade scripts for the site( like pligg etc there are quite a few about) i just want it to integrate well)
Also would like it to have a forum integrated where user can add and apply for jobs
Ads: well integrated ads through the whole site.
admin front/back end admin section
i need this project done as cheaply as possible(just a fun project), lowest bids will be excepted
i have all the graphics for the site
