Sports Betting Website

We are looking to create a Sports betting website.
Betting system should be like www.betfair.com, where players could offer theirs quote bets and other players could accept this quote o propose another one.
Different requirements from betfair:
What not will be necessary to program:
-Casino, poker and so on would be not necessary programmed, but will have a page to redirect to another websites.
-Live bets would be not necessary neither in this first project.
What is not in betfair and would be necessary:
-Teams or tennis players will have his stats page.
-Classification league box.
