Email / Newsletter Integration

Looking for a solution to a problem.
Currently have a database of emails for people to receive a newsletter. Want to customize content of newsletter based on location of person receiving it and including content from authors who write specifically for that location. This content is also in a database designated for each location.
So need something that will create seperate newsletters, automatically, by matching receipient with content, and then send them to an email service to send them out. Could be upto 500 different locations served.
Needs to be an automated system based on info in the database at any given time.
