Jpg To Joomla Templates

Looking for a Joomla expert to convert our website layout (jpg files)into fully-coded Joomla 1.5.x template.
Template must be 100% CSS. Markup should be simple, clean, and must pass CSS validation.
Must be cross-browser compliant: IE6 to IE8, Firefox, Safari.
You will setup template on website and install extensions, if needed. Site configuration should produce search-friendly URLs.
Programmer must be ready for final tweaks until 100% satisfaction.
