Wap Site With Transcoding

I require wap developer to design mobile-friendly website offering variety of services.
Developer required is one with experience in building WAP sites with PHP/MySQL/XHTML and techniques to transcoding pages based on requesting handset type (user-agent).
Site requires the simplicity/look/feel similar to m.google.com, m.yahoo.com, m.ask.com but most importantly, needs to be able to adapt images,html,font,sizes,resolutions etc, depending on the handset capability.
I will give out more details on the services being provided but essentially I require a template such that I can plug in new services onto the home page as/when new ones are introduced.
