Username/password Login

I would like anyone looking at my website naties.net to have to enter a username and password.
If they don’t have one I want them to have to register. And give their name, address and email address.
The first time they enter I want them to accept a click through agreement. A click through agreement (contract) will tell them what they are allowed and not allowed to do on my website.
If they click accept, only then are they allowed to go to the first page of the website.
