Create Poker Website

I need a very good programmer to create a poker texas hold’em website :
Website has to be made with these features
-login/register/add credits
-flash poker texas hold’em multiplayer game( player can choose to sit at a table from 100tables ,maximum 10 players at a table) – application must be done in flash for now,so it can be played from browser,and I would also like to know the price for creating a poker windows application )
Budget is FAIR !Do not overbid !
Project can be done in ASP or PHP !Also please tell me what DB would be the best for a windows application !
