Website Rebuilt

I have a CMS website that needs an overhaul, the index page will need to be changed and a content management system is needed so photos can be uploaded by customer. I would like the photo viewer to look like this site, http://news.bbc.co.uk/sport2/hi/football/8361170.stm
The basics of the site are in place , its really just a matter changing things around….
