Need Socialengine Custome

We are buliding Socialengine sites. We have alot to do and very busy finishing all requestes from our customers.
Now we need a customization that do the following:
the general idea is to have control over all users and to seperate male and female to be in touch. also, we need to set users level to enable and disable some functions like disabling comments.
Also, we need a way to let the users design their profile page by them self. I saw this script some where you can search for it.
I need time and cost.
