Iphone Wallpaper App Help

Show me, teach me, or give a template on step by how to create a wallpaper app that swipes by finger. This should entail how to:
Have a Splash screen
Icon placement
Main screen
4 way split screen.
How to create and upload the binary
If you have an iPhone then I can show an example of what I would like to be taught or templated. Not looking to be taught a complex app only a wallpaper app.
I’m already equipped with a Mac and iPhone.
