Joomla Help Asap

I moved a joomla website from a
“No configuration file found and no installation code available. Exiting…”. I need this fixed asap. All the files and the database are already moved to the new server but the website will not display. I need this corrected asap and for someone to tell me what they did to correct this.
This should be an easy job for someone familiar with joomla.
