Need Complete Mlm Site Built
Note: I posted this job on SL back in August of this year. I hired a programmer. He completed very little and what he did complete was very wrong. Now, he will not answer my emails and I have no product.
As a result, this project is currently 90 days behind schedule and I need this done within 15-20 days.

Need program to run website and header graphics created.

Please visit the site to get an idea of the type of graphic I am looking for.
Following is what I need the program (website) to do:

-People sign up to join a list of 5 people and are given a unique id.
-They pay membership fee.
-Membership fee is distributed to 5 members in upline.
-Top member on list (in upline) is dropped after payment, other four members are bumped up one place on the list and the new member is placed at bottom of list. All lists always have five members only.
-If new member is referred by other member, program places new member under referring member. If new member is not referred, program creates a list from names of members who have completed the cycle that we call the “Master Rollover List (MRL)”. This is mentioned in greater detail on the attached flow charts and can be discussed in more detail later in project.
-Also need page for members to view their upline, downline and stats.
-Need admin area. Admin needs to be able to manually perform every task that the program performs + place people on lists who have not paid.
-New members choose to buy into one or more of three different priced lists.
-Members can buy into as many lists as they want.
-Script will need to track and manage an unlimited number of lists without slowing down.
-Lists never expire
-If membership fees can not be dispersed due to web merchant accounts being closed or frozen, money goes to ‘admin/default’ id pool.
-Must be compatible to pay out and collect through “StrictPay” and “AlertPay” payment processors.(Flowcharts show Liberty Reserve and PM. This is old data. We are using StrictPay and AlertPay.)
-A master database would be a nice feature also, so that in the future we can move to larger servers and not lose any files/accounts.
I will provide all text. It needs to be a simple user friendly site. Sales letter and marketing will be addressed soon after the program is complete.
Here’s a small description (for reference)of the site’s main objective:
a. New member pays at sign up and gets unique id.
*Note: Each member will receive a new and different id # for each list that they purchase…for tracking purposes.
b. After payment is evenly distributed to all 5 members on the list, remove the id under position #5. This person has made it through the cycle and is no doubt counting their $!
c. Move the id under position #4 down to position #5.
d. Move the id under position #3 down to position #4.
e. Move the id under position #2 down to position #3
f. Move the id under position #1 down to position #2.
g. Insert new member’s id in the #1 position.
Three lists are available to buy into.
A $25 list of 5 names distributes $5 to each on the list.
A $75 list of 5 names distributes $15 to each on the list.
A $125 list of 5 names distributes $25 to each on the list.
If someone signs up without a referral id (from search engine, etc.) script will pull from a default list of names to make list. The default list is a master list of rollover names that have already completed the cycle.
-There will need to be 3 master rollover lists. One for the $25 members, one for the $75 members and one for the $125 members.
