Site Design W/ Backend

I need a new site design with backend. I want to still use the existing scripts and databases of the existing site and allow for new scripts to add in the future.
The method for page programming (HTML) should be in (divs), though the current site is in tables.
I’ve had problems with poor communication with programmers in the past. If you can’t provide good communication I will cancel the project.
