Image Hover Tool Tip Boxes

I have an image of a map on the following site:
http://www.gobda.com/clients/egr/plant-directory.php
What I want to do is display a tooltip style popup when the user hovers over one of the green regions on the map. This tooltip style hover effect will list the offices in that region and contain a link to another page on the site.
I would need to be able to update the content and the look and feel of the tooltip style box.
