Need Interactive Form

This is a simple project. I need for a form where you enter a subject and description and with every topic you posted you earn a point.
Then I need you to beable to use your point to select someones topic after reading it and wanting it.
The idea is if you want someone who has an apple and you hva ean orange you post you have an orange and they post they have an apple. From making a post that you have something that gets you one point I can now select the other persons item.
This project needs to be completed within 24 hours. It needs to be incorporated into my existing html webpage.
