Link Building + Directory Sub

I require some basic link building and directory submission for my personal website. I had intended to do this all myself but I’ve been far too busy actually working so didn’t get a chance.
I’d like it submitting to the major directories, some relevant link building and possible keyword suggestions for the content I load onto the site all focused around the UK and more specifically Oxford.
I’m not looking for an SEO overhaul, only the off-site work.
Please only bid if you have 20+ references relating to link building and directory submission. You must be very trustworthy and not employ any black hat techniques.
