X-cart Skin Redesign

We need someone familiar with Xcart to do a skin redesign of our site. I have attached an image of the old site, along with a mock-up of the new site. The winning bidder should be able to adapt our design in a PSD file to the skin files and CSS throughout the site.
We expect the site to maintain comparability across all major browsers.
This is just modifying the skin and CSS. There’s no data entry or backed database modification necessary.
