X-cart Chinses Installation

Hi,
Currently I am using X-cart as my shopping cart and I have two language for my website. One is English which is default, and one is Chinese. But when I switching to Chinese, the characters appear irrecognizable unless I mannually encoding them by selecting the option on IE window. I guess it’s problem from charset. I like my whole website use utf-8 instead of iso-8895-1. Would you please help me and give me a price? Thanks a lot

Besides, on the right side of each page I also like to add a blank area where I can put html code under “help” section and at the bottom of each page, I hope there can be more spaces so that I can put more lines of links.
