Custom Photo / Rate / Contest

I need a Script written and installed. I want it to work like a hot or not type site. Member profile pages, different levels of memberships. People can only vote once per day. Visitor can vote but not look at profiles. Profiles only contain extra photos, minor details e.g. location, age. No images post without admin approval. Section for Monthly contest on photos submitted.
