Url Rewriting For Asp Site

We require an EXPERIENCED DEVELOPER to create a method that will enable us to do URL rewrites on our website for SEO purposes.
Our website (www.k5.com) currently does not utilize Dynamic Web Page Optimization. I would assume we would use ISAPI_Rewrite version 3.0.
Requirements:
1. Fully commented and indented code.
2. Either uses classic ASP (not ASP.NET) or a server component written in C++ or C#.
4. Must be fully tested and completely bug free.
5. Must provide usage documentation in Word or PDF format.
6. All code copyright is permanently transferred to us.
