Psd To Website Needed

I have PSD file and i just need them coded into fully compliant and cross browser (w3c standard) HTML/CSS. I will need a very basic admin system for client to add some photos and text to their portfolio section and to edit the text on their site.
The admin needs to be very user friendly and require no coding knowledge at all.
