Add Custom Banner Option

I need a option installed into my websites Athletes “Design My Profile” section. So when they are designing their custom profilepage they will have the option to load their own “Custom Header Banner” “with a Search my computer and and HTML box (thats two boxes for choices to load banner) and choose its size with a “Max size needs to be set on pluginwhich i can control) That needs to be added to ADMIN” so they cant make it too big.
