Social Network Search App

Need a web-based people-finder app that will allow my clients to search all the major social networks for their family, friends, classmates, etc.
Essentially, clients enter LAST NAME, FIRST NAME, and STATE into input fields and we return results that show where these folks have a social network presence.
Please don’t bid if you’re 100% certain you can create this app and do so within the budget and time. ($200.00 – 10 days).
