Ajax Fixed Position Layer

Hi guys,
I need exact behavior as seen on this page:

I want a layer to behave EXACTLY like the layer that holds the mapquest map image on the right side of the page. When scrolling page, the layer sticks to top of browser window. Please check..
Important is that it does not just scroll, but stops moving and stays fixed position when it touches the top of browser window. So exact as on example page..
My layout is almost identical with the two columns, one with content and one right with menu. I want to put my menu in a layer as mentioned above.
I think jquery can do the job??
