A Login Client

I need a simple, yet very secure, login client.
It has to HWID Lock and lock to PC, or something to that effect.
Does not matter what language as long as it’s secure.
You will send me the source when done.
You will recieve money via your payment choice.
Also; it has to include a .exe file, and a .dll file, so be sure it has something to make the .exe open after login.
Will discuss more on msn after finding a winner.
Also; payment is judged on how good the work is and how much money i’ll be making off this app, so you may get more/less depending on the quality of your work.
