Copywriter For Manual

I would like a health and safety manual written for my church. I have stated writing the manual myself. However much of document needs to be allocated into one document, missing elements to be added and some policies to be written. Health and safety policy will be provided. I am too busy to finish this document. The manual should be no more than 50 pages long including appendixes. You will need to do research to ensure this is the best possible manual. I would like a manual re-writing so as not to breach copyright material.
