Acl Shopping Cart For Joomla

I need a ACL system Component that
a) when registering:
1. can verify if a user is using a government email address
2. divide the user into a group based on a radio button selection
b) has a shopping cart / catalog for products
1. database driven from a separate database then the joomla installation.
2. display certain products by group
3. products must be purchased with a government credit card
Must use latest programing security trends.
