Make Custom Wordpress Theme

I want a custom 2 column wordpress theme that looks like: http://www(dot)instant-registry-fixes.org/category/general-errors/
with a few options for the sidebars.
The sidebar should be on the left by deafult AND have the option to be placed on the right if the user choses in wp-admin theme options. If the left sidebar is off, the main content columan and right sidebar should be automatically shifted to the left.
