Fix Error On Web Page Layout

We need a skilled coder to correct the spacing problem on this page:
http://www.appscpl.com/pop/rspop.html
These 2 things need correcting:
1) The blue area at the top of the opt-in box which contains “Fill This Out To Get Started Now” needs to the the same width as the opt-in box.
2) The spacing problem visible along the left side and right side needs to be corrected.
NOTE: This page has a good bit of javascript in it and special tracking code. Once your fixes are completed it must be tested on our end to insure the tracking is still functioning properly.
