Restaurant Coupons For Iphone

I am looking to create a clone of the Apple i-phone Application C E L L F I R E, but to use ONLY with restaurant coupons. I want a clone that will allow restaurant owners to create coupons on the web, that will appear on the Iphone at the scheduled block of time.
The smartpohone program must be GPS enabled, so restaurant visitors will be able to look at a coupon before going out to eat. There should be a way for other web enabled cellphones to have access.
The web application must allow a restaurant owner to pay to design a coupon that will appear, or be loadable only at designated time blocks (breakfast, lunch, dinner, later dinner), and designated days of the week. It should allow a restaurant owner to add multiple locations.
The web application must allow me to have sales people out on the street selling this service. I will be the administrator, and will need to have a way to create promotion codes to discount the price of the advertising. I would be able to pull a report of new accounts, revenues, etc. It should accept paypal and google payments. It should allow an advertiser to request an emailed invoice.

I am looking for somebody that has the knowledge and common sense to fill in the blanks, and know how to accomplish the tasks. You should know about website design. The ideal winning bidder would be a group of programmers with vast knowledge, and the ability to work quickly to complete this task. I wil create a project scope with detailed descriptions.
