Mobile And Website Project

Ok so here goes:
I need a website and mobile app combo. Not to give much away, as this has not been done before so a non-disclosure form will be required.
First I need a job website like Monster’s interface. I need users to be able to search the postings and then I need companies to be able to post jobs. I think that should be the easy part.
Second I need a mobile application that shows jobs listed on a map near where the person is.
