Sobi2/joomla/twitter

I would like to have the newest review from the SOBI2 component of my Joomla website automatically added to our twitter account. The tweets need to include the item name and the complete review. It would be nice if there could be a built-in feature that allows no more than 1 new tweet every hour (if multiple reviews are received within the one hour window, they will be held and released in the order received at the 1 hour interval).
