Convert Html To WordPress

I would like someone to take this site
bestphoenixremodeling(((dotcom)))
and convert it to a WordPress theme. I would like my homepage set as ‘Static’ to look similar to this site home page.
Only difference, add some type of ‘Construction’ image in the upper header area, in place of the ‘blue’ top.
