This being the second go round I have a better idea of what I want. The tool can be computer or internet/server based (what ever keeps production cost and turn around time down). It should perform the following:
Module 1.
1. Store user information,most of it on a project basis.
for example: name, user name, email, address, phone,company name, tiers, site url, affiliate sign up url, tracking software info, program description, earnings, method of pay, minimum pay out, pay dates, cookie length, data feed toggle (yes, or no), types of programs listed, etc.
2. Auto fill this information to the top 100 to 200 affiliate program directory sites. you can (find them by running a google search for: affiliate program directory)
Module 2
1. search engine functionality that will allow the user to find sites of potential partners by key word, .
2. and collect contact information(name , site url, address, phone numbers, emails etc.) of the potential partners placed into a spread sheet type view.
Module 3
Bulk email the contacts garnered in module 2 using templates, with contact info place holders.

Module 3 is optional, but the if left out, module 2 will have to be able to export the data into text/csv.
