Fix Cron Mailer

We need someone to fix a little problem that we are having with a Cron mailer. This Cron job is supposed to automatically send an e-mail to our opt-in subscribers once per day. When using a Cron job to automatically send, it successfully completes the send about one third of the time. The other two thirds of the time, it sends to something like the first 1000 and then stops.
This should be a quick job and we’ll rate high for a job well done.
