Online Newsletter System

I want a webbased application created. it should allow mass emailing of newsletters. i want to have a word style interface whereby a user can just upload the pictures add the text and set out the newsletter as he likes. then set the email address which is to appear on the sent email and also set the subject line. then he will upload an excel file and click on send. and the newsletter will be sent to the mailling list.
i must also be able to create different users with diffrent passwords etc who will have access and be able to create their own newsletters.
there must also be a preview feature that will show how the newsletter will appear on the popular webmails but also on outlook and outlook express / windows mail.
