New Social Site

Hi I would like a new social site
Think facebook groups as a sole site. Think facebook groups on steroids
So the functions of the site should be as follows
- People can create an account upload 1 picture and create or join groups
- Groups should be somewhat similar to facebook. I.E discussions, images, videos etc
- The whole site will just be groups of active users
- Everything controlled from admin
The homepage will pull in the most popular/active groups and upcoming new groups
