Psd To WordPress

I am graphics designer myself, but not a coder or programmer. I am good with designing with photoshop but lake of programming knowledge.
Guys, I want to re-design my whole website and implement it in wordpress theme. I have the design ready only final touches left.
Please read below about my requirement.
I will provide the ORIGINAL PSD file to chosen programmer.
I need the PSD FILE converted in WordPress theme with valid css and xhtml.
I have around 10pages on my website. But I guess once you build the theme it’s easy to ad pages from wordpress dashboard. right!?
Let me explain you all my pages one by one. Some of these pages doesn’t required anywork.
1) Current Project.
In this page I will put my current projects details with thumbnail images, links, a bit info about client and business, project started date. This all data should be edited by me.
2) My Portfolio.
This is more like gallery concept. Where I want to put all my previous work with star rating or reputation and client’s feedback, with link and images. I will provide some ideas once we start working on project. I want it categorized. Like logo portfolio, web page portfolio etc.
3) contact me.
I can ad it my self.
4) Free Download link
This is also like gallery concept, same idea as portfolio. the only difference that user can download the files from download area. I also need star rating, most download, a little bit concept like logoinstant.com
5) Social Network
I can ad it my self.
6) my friends.
i can ad it my self.
7) my resumes.
I can ad it my self.
Shopping Cart
(There are really nice and free shopping carts available for my very own purpose on wordpress-plugins) I need this with user registration. with popular.. something that sale you know..
9) Project Questionnaire
