Penny Auction Site

I would like someone to design and install a penny auction website complete with CMS. I would like the site to be easy to manage without any knowledge of and languages such as HTML. I would like the site to come with the option of offering bid packages as prizes that the bidders can bid on and I can easily deposit them into their accounts. I would like the entire website designed and installed. I would like complete installation of: linux, mysql, and php. I have windows so I don’t know if I need linux. I would like a site that is compatible with windows.
