Email Database Of Us Counties

Need a solution that allows me to email county treasuers.
Ideally, I create an email, click send, and the email goes out to all 3,114 counties through the US.
Would like to hear your proposal. Imagining obtaing/creating a .csv file, importing into something like aweber, and mailing from there. But you may have a better solution.
