Online Payment System

I am looking for programmers with experience in developing an online payment system in an emerging economy e.g india, pakistan eastern europe, africa etc – we want to mimick paypal or moneybookers.com.
This is more than a programmer’s role but also a consultant too. this is a new idea to us and we will need all the help we can get. willing to pay for programming as well as advisory services.
