Psd Cut To Html

I have a PSD file which is created for a html email newsletter. I need it to be cut into HTML which should be friendly to most of email platforms.
Its just a single newsletter so I need it to be done as quick as possible. So really, this job is more about speed ( in favor with those coders who can finish this job quickly )
Attached is the PSD file and a file which explains how I want it to be cut.
CSS embedded is preferred.
( Dont know why I can’t attach the PSD file so I upload the explanation file first. Who agree to take this job, pls contact me on here I will send the PSD file )
