Gps Vehicle Tracking

I wish to have a personalised GPS tracking software to be used with my own tracker units.
Our own website would carry our banner to display all the vehicles being tracked (500+).
Individuals users will have a personal account to view only their own vehicle(s).
Only the administrator can view the full fleet.
All features such history, speed, geo-fence etc need to be present.
you can suggest the best platform to be used and our requirements such as in-house server or hosted server
