Website Conversion

This website was donated to me and I want to convert it into a non-profit site that helps people in need worldwide. This program needs to run efficently and smoothly during web traffic. I need the best priced bids from dedicated programmers that will help me convert this site into something special for many people. My budget is limited so please keep this in mind but I may have future projects for the right programmer.
